The Pacifica United Soccer Club invites you to apply for the 8th annual Coast Cup Tournament. The tournament is hosted by Pacifica United Soccer Club and the Mission Youth Soccer League and approved by District 1 and sanctioned by the CYSA Board of Directors.
The tournament is to host 64 teams and will host Division 3 or Bronze US Club, U12, 13,14,15 and U17 girls teams, Division 3 or Bronze US Club U-12 and U-13 boys teams. Division 1or Gold US Club U14 Girls.

Tournament headquarters will be located at Upper Oceana field. Games will be played at Oceana High School Upper, Oddstad School, Sanchez Art Center, Ingrid B Lacy, Terra Nova Upper and Lower, Ortega and Fairmont West.

Laminated USYSA 2011/2012 member pass for each player and for each team coach, assistant coach and manager 2011/2012-goldenrod team roster. Teams that are not associated with CYSA will need to have the 2011/2012 member pass for each player and for each team coach, assistant coach and manager 2011/2012 team roster. Teams must present the same years paperwork for their entire roster and teams will play in the age bracket consistent with their 2011/2012 age group must accompany the roster at check-in. A USYSA membership form (USYS form 1601) with the medical release and hold harmless sections signed in original ink by both the parent/ guardian and the player must be submitted for each player at check-in. Under no circumstances may a player participate in a tournament game without a proper member pass and a properly signed USYSA membership form (USYS form 1601). Teams from outside CYSA-North must have properly processed travel papers, including a copy of the official team roster signed by the appropriate authority. Permission to travel must be approved by state/national associations and submitted to the CYSA Office at 1040 Serpentine Lane, Suite 201, Pleasanton, Calif. 94566. A team must have at least one properly credentialed adult present on the sidelines of each match. There will be no exceptions to these rules. All member passes must be presented to the Field Marshal and will be checked prior to the beginning of each game. The Field Marshal or the Referee shall hold all player passes until the conclusion of each game. Three (3) Guest players will be allowed in accordance with CYSA rules. Paper teams will not be accepted.
A mandatory credentials check will take place at 7:00-9:00 pm at the Pacifica Community Center at Crespi Dr. and Coast Highway 1, Pacifica, California on Friday August 26, 2011. Each team must send a representative to the check-in. Any team requiring a late check in will be charged $50.00. Unless prior arrangements are made with tournament officials, failure to comply with this rule will result in a 1-point deduction from the team’s preliminary points

• 8 team bracket or larger U 14 and lower: Trophies for 1st place, Medals for 2ndand 3rd and 4th
• 4,5,6 or 7 team bracket: Trophies for 1st place, Medals for 2nd and 3rd place
• 8 team bracket U 15 and above 1:Trophies for 1st places, Medals for 2nd and 3rd place
• 4,5,6 or 7 team bracket: Trophies for 1st place, Medals for 2nd and 3rd place
A check or money order in the amount of $500.00 made payable to Pacifica United Soccer Club must be submitted along with your approved CYSA tournament application. Entry fees will be refunded in full to any team not accepted to the tournament.

Teams withdrawing before July 31st will be refunded $400, after July 31st teams will forfeit their entry fees. All teams will be mailed a letter of acceptance or rejection on July20, 2011. Entry fees will be refunded in full to teams not accepted. Any team withdrawing must do so by a written notice sent certified mail, return receipt requested and postmarked no later than August 7th, 2011. Failure to do so may result in a minimum $300 team penalty assessed by CYSA as well as forfeiture of their entry fees.

Applications that have been sanctioned by the team’s District Tournament Coordinator, or in the case of non-CYSA teams, a non-CYSA team application with signature indicating understanding of the CYSA policies on the back of the application form must be submitted to:

Applications must include a check or money order as specified above for entry fees. No incomplete applications will be accepted. Late applications will be considered on a space available basis only. In the instance that the tournament fills all brackets prior to the application deadline, the tournament reserves the right to declare that it is full and closed to applications.

Applications will be reviewed and accepted or rejected based on pre-established criteria. The objective will be to have a broad geographic representation while providing evenly matched competition. Your application date may be taken into consideration as well. Only properly sanctioned and complete applications will be considered for acceptance.

Notification of acceptance or rejection will be mailed to each timely applicant no later than
July 20th, 2011. Entry fee refunds will be included in the rejection notices.

Housing for visiting teams will not be provided. Contact numbers and/or website locations for local accommodations will be sent to accepted teams.

The team listed first on the game schedule will be the home team. The home team will be required to change jerseys in case of a color conflict. The referee shall determine if there is a conflict in either jersey colors or keeper jersey colors. The home team will be responsible for providing the game card and the game ball. Both teams with properly credentialed adults will be required to be on the same side of the field, with parents and spectators on the opposite side of the field. In the Championship and Consolation games the home team will be the team with the most preliminary round points. In case of a tie in points the Tie Breaking Procedure rules will be used.

Halftime break will be five minutes.
In preliminary games, ties will stand. In all elimination games (for 5th place or higher finishes) ties after regulation will be broken by penalty kicks per FIFA law. If a Championship or Consolation game is tied at the end of regulation play, two 10- minute overtime periods will be played. Golden Goal will be in effect during the overtime periods, first team scoring will be declared the winner and the game will be over. If still tied at the completion of the overtime periods, the game will be decided by penalty kicks per FIFA law. Overtime periods may be shortened or eliminated if the game has been significantly delayed at the start, by injuries, and/or other matters. The length of any game may be shortened (in equal halves) if the Tournament Committee deems it necessary due to field conditions, weather, or darkness. Injury time will not be added to the length of the game, except under the most extenuating circumstances. This will be at the discretion of the referee

Tournament points will be awarded to and deducted from teams in preliminary games based on the following system:
6 points for a win
3 points for a tie
0 points for a loss
1 point for each goal scored, to a maximum of 3 points for each game, regardless of a win, tie, or loss
1 point for a shutout regardless of a win or tie - 0-0 tie results in 4 points for each team
The maximum points possible for any game is 10 points
1 point will be deducted for failure to check-in team on Aug. 26, 2011
2 points will be deducted for each red card issued to a player in a game
3 points will be deducted for each ejected coach in a game
Forfeit games will be scored as 1-0 (8 points) in favor of the team that did not forfeit. If a team withdraws prior to the competition of the preliminary games, all games in which that team played shall be scored as a forfeit.
Official standings shall be kept at each field.

Each team will be guaranteed a minimum of three games except in cases where the tournament is shortened due to weather or unforeseeable circumstances. Flight competition followed by a consolation and championship game will be the format used. In the event that there are not enough teams for such a format, a round-robin competition format may be used.

In case of a tie in tournament points following the completion of preliminary games, the tie will be decided based in order on the following criteria:
1. Head-to-head competition* winner advances
2. Team with the fewest losses advances
3. Team with best Goal differential (Maximum of 4 per game) advances
4. Team with fewest goals allowed advances
5. Team with most goals scored (Maximum of 4 per game) advances
6. Team with fewest red cards advances
7. Kicks from the penalty spot as per FIFA rules- team with most successful kicks advances
* Should there be a tie in preliminary points between three or more teams, the tie breaking procedure begins with #2 above. When and if two teams remain tied at any point while using this procedure, the order of tie-breaking procedures will recommence at #1 above.

| Start Times and Forfeitures |
Teams must be at the field thirty minutes prior to the scheduled start time of their games in order to be checked in by Field Marshals and/or Referees. If a team has not taken the field with a minimum of seven (7) players within the five (5) minute grace period, the game will be forfeited to the team in attendance with at least (7) players on the field. If neither team takes the field within the five (5) minute grace period, no points will be awarded to either team.
The referee and/or tournament committee may terminate a game at his/her discretion and the Tournament Committee may ward a forfeit if:
1. A team leaves the field during the game without the approval of the referee
2. A team is sent from the field by the referee for violent play and/or misconduct by the coaches, players, or spectators.
3. A team deemed to be in gross violation of USYSA, CYSA or Pacifica United Coast Cup Tournament rules.

Unlimited substitutions are allowed with referee approval in the following situations:
Prior to throw-ins for your team
Prior to a goal kick by either team
Prior to the restart of the game following a goal scored by either team
At the start of the second half of play
At the beginning of overtime play
Prior to the restart of play following an injured player being removed from the field (either team may substitute).
No substitution is allowed for ejected (red carded) players for the game in which the red card was issued.

Good sportsmanship will prevail at all times. Coaches are responsible for the conduct of their players, parents, assistant coaches, team officials, and spectators affiliated with their team. Any player, coach, assistant coach, or registered team official receiving a send off (red card) or ejection will automatically be suspended from their next game and for an additional period of time as deemed by the CYSA minimum penalties for send offs document. The Tournament PAD Committee may increase the assessed penalty according to the gravity of the infringements. All send offs will be reported to CYSA and the member pass will be forwarded to the appropriate District Commissioner for all suspensions, which have not been served in their entirety. Send off reports are forwarded to the District Commissioner for every player or coach who is sent off, whether suspension has been completed or not. Any additional disciplinary action over and above that assessed by the Tournament PAD Committee shall be at the discretion of the player’s and/or coach’s District or CYSA disciplinary committees.

Any injuries shall be reported to the Tournament Director or Field Marshal, so that an accident/incident report form can be completed. Coaches will be required to fill out their portion of the report before they leave the playing field at the conclusion of their game. In the case of a serious injury, 911 will be called if requested by the parent, coach, or referee. Tournament headquarters will be notified of the medical emergency.

| Alcohoic Beverages and Smoking |
Possession or consumption of alcoholic beverages or controlled substances is expressly prohibited at any of the sports fields. Any team (including players, coaches, parents, and spectators) found violating this rule will be subject to disciplinary action, as determined by the presiding Referee and Tournament Director. Smoking is prohibited at all fields at all times.

Games may be shortened or canceled due to inclement weather.

The Tournament PAD Committee will review any problems that are not specifically covered and the Committee reserves the right to establish policy as deemed necessary. The decisions of the Committee will be final and there will be no appeals. The Committee also reserves the right to modify rules at any time prior to the start of the tournament. Any rule changes will be announced at the check-in.
